Public servants must follow systems, laws, says Chief Secretary

Chief Secretary Ivan Pomaleu has urged public servants to follow established processes and systems as the 2025 fiscal year begins.
Pomaleu remarked when addressing public servants during the Dedication service this morning [Monday], where he stressed the need for timely planning and financial management to ensure smooth government operations.
He made a significant call to all Heads of Departments to submit their yearly plans and 12-month cash requirements promptly.
“All departments must submit their plans and cash requirements to the relevant departments at the start of this fiscal year,” he said.
Pomaleu said this would ensure timely release of warrants and supports achieving the necessary outcomes.
He also emphasized the importance of quarterly budget review reports, which must be submitted every second week of the first month of each preceding quarter.
“These reports help assess our progress and ensure we stay on track,” Pomaleu added.
The chief secretary highlighted the need to adhere to the Public Service Management Act and the Public Finance Management Act, which outlines accountability and reporting obligations.
“You are duty-bound to follow these laws, ensuring integrity, transparency, and effective resource management,” he said.
Pomaleu further urged government agencies to prioritise development and implement projects aligned with this fiscal year’s appropriated funds.
“It’s crucial to align plans with available funding to avoid wasteful spending and ensure efficiency,” he explained.
He concluded by advising agencies to adjust their plans if the proposed budgets exceed confirmed allocations, ensuring they work within the available funding.
