PNGDF to work with police for thorough investigation

The Minister for Defence, Dr Billy Joseph has acknowledged the efforts of the Royal Papua New Guinea Constabulary [RPNGC] in capturing the suspect involved in the murder of the late Lina Numbalihi.
Dr. Joseph highlighted that while the Papua New Guinea Defence Force [PNGDF] had conducted its own preliminary investigations into the incident that occurred at the Force Support Battalion, a thorough investigation by the police is essential to ensure a complete understanding of the circumstances.
"Although PNGDF has done its investigations, we recognize that it is important for the Royal Papua New Guinea Constabulary to take the lead on a full investigation," Dr Joseph explained.
"Based on the outcome of the police investigation, PNGDF will take steps to amend its rules and regulations to prevent such incidents from happening again in the future."
He further commended the PNGDF’s cooperation with the police in the search for the suspect. “Firstly, PNGDF was cooperating and sharing information with the police to locate the suspect and have him arrested,” Dr Joseph said.
Dr Joseph also clarified the legal boundaries concerning the involvement of PNGDF in the arrest process.
“I want to make it clear that PNGDF or its Military Police does not have the jurisdiction to make any arrest outside military establishments; therefore, to have done so would be outside the law and would jeopardise the efforts of the police. Hence, information sharing and cooperation was the best path taken to assist police."
He confirmed that the soldier involved in the incident, identified as Private Mileng Kapli, had been discharged from the PNGDF following administrative processes related to desertion of his post.
“With his capture and arrest by the police, the former member of the force will now face the criminal charges laid against him. He will serve all punishments determined by the courts if found guilty,” Dr Joseph said.
"The Government or the PNGDF is not under any obligation to assist him in any form. The criminal charges are his personal liability.”
The Minister's statement follows public concern over Ms Numbalihi's death and the PNGDF member's involvement.
