Inaugural LLG induction in Western concludes

A three-day local level government presidents induction training in Daru concluded on Friday, marking the first formal induction for LLG presidents and ward councillors in Western Province.

A follow-up Training of Trainers will be held next week for LLG managers to equip them to conduct inductions for Ward Members in their respective LLGs.

Provincial Administrator Robert Alphonse Kaiyun said there has been no induction for LLG presidents and ward councillors in Western prior to this training.

"This is the first time in over 10 years that we have brought all LLG Presidents together for induction. It is important they understand their legal role under the DDA Act and LLG Act," Kaiyun said.

Day one focused on the foundation of government.

Department of Provincial and Local Government Affairs [DPLGA] presented on the System of Government in PNG, Provincial and LLG Reforms, and Roles and Responsibilities.

Western Province Partnership [WPP] officer James Ogia briefed leaders on the National Service Delivery Framework and National Responsibility Act 2016, while INLOC covered GEDSI and Climate Change & Disaster Management.

Day two covered how LLGs function.

Sessions included LLG Inaugural Meetings, Standing Orders, Conduct of Assembly Meetings, Duties of Elected Members, LLG Committees, Ward Development Committees, Vacation of Office, LLG Investigations, and the Determination on Service Delivery Functions and Minimum Standards.

A key briefing was also held on the District Development Authority.

Day three focused on planning and accountability tools.

Presidents were trained on Ward Profiling & Planning, LLG Planning & Budgeting, Annual Reports, Staffing, Law Making Powers, and the Ward Record Book. Other topics included Roles of PLLSMA, Section 119 Reporting, Ward Members’ Fortnightly Payment, and the recent OLPGLLG Amendment Acts of 2025 & 2026.

DPLGA facilitators reminded Presidents that under the DDA Act, LLG Presidents are automatic members of the DDA Board and must ensure ward plans are prioritized and implemented.

LLG Presidents acknowledged the Governor and the Provincial Administration for organizing the first-ever induction.

Daru Town Mayor Samuel Wingu, speaking on behalf of the Presidents acknowledged DPLGA for the induction as they have learnt alot within this three days.

"We have learnt a lot from this induction. Before the induction we were doing things using our own wisdom. Now we are equipped with the law and proper procedures to run our respective LLGs."

Meantime, as the training concluded Presidents will now return to their LLGs to apply the new knowledge in planning, law-making, and service delivery.
