Eastern Highlands PPC and Goroka PSC stood down pending investigation into UOG fight
The Provincial Police Commander [PPC] for Eastern Highlands and the Goroka Police Station Commander have been stood down, following the violent clash between students and local villagers in Goroka over the weekend.
Police Commissioner David Manning announced the decision today, describing it as necessary while investigations continue into the incident and the police response.
Commissioner Manning condemned the reckless and irresponsible behavior of students and villagers involved in the fight, which erupted on Saturday evening, November 8, near the University of Goroka [UOG].
He confirmed that additional personnel from Mobile Squads and nearby provincial commands were deployed to restore order in Goroka town.
“Initially, the number of people involved far exceeded the capacity of local police, who quickly called in reinforcements to contain the situation,” Manning said.
According to Goroka General Hospital, at least 40 students were treated for injuries. Several vehicles and homes were damaged, and three police officers were also injured after being struck by stones thrown by intoxicated individuals.
Commissioner Manning expressed concern over the rapid escalation of violence and the slow response by local police.
“The speed at which this incident escalated is deeply troubling. The response from local police units was ineffective and unacceptable. I expect higher standards of operational readiness and professionalism from provincial commands,” he said.
An internal review has been ordered to examine operational planning and the conduct of officers on the ground. Investigators from Internal Affairs have been sent to Goroka to determine why the situation was not contained earlier.
In the meantime, Mobile Squad officers will continue to maintain security in the township.
Commissioner Manning also urged the University of Goroka administration and student leadership to take responsibility for student behavior and to assist police in preventing further unrest.
